Nuclear Engineering Division, Argonne National Laboratory.


Professional Experience:
Over 25 years administrative, financial, and management experience in an engineering and research division including budget development, financial reporting, contract administration, operations management, project management, personal computer support, personnel, and environment, safety and health. Directs all activities involving the Division’s financial program and associated data analysis of effort, accounting, human resources, industrial/labor relations, ESH and security.


Skills and Capabilities:

Budget Planning and Financial Reporting

Prepared yearly divisional budget of over $20 million including funding, distribution of effort, allocations, and expenditures for material, supplies, travel and subcontracts. Managed the divisional financial process through development and regulation of effort rates, tracking of expenditures, and manage and direct all procurement and contracting activities for the division.

Personnel Management and Supervision

Supervise exempt and non-exempt personnel who provide financial, administrative, ES&H, operations, and secretarial support for the division. Prepared salary reports for the merit review cycle, processed promotion cases, and maintained personnel records. Processed appointment extensions and salary increases for temporary employees including STA’s, students and visitors.

Operations Manager and ES&H Coordinator

Maintained database of building deficiencies identified during facility inspections by the ES&H facility inspection team. Prepared facility inspection reports for building managers and division management. Managed the building office and laboratory space for the division. Coordinated office moves, remodeling offices and telephone requests. Managed the employee training activities to assure that employees complete required training courses for ESH compliance. Processed NEPA documentation for funded projects. Served as a member of the Division’s Experiment Review and Radiation Safety Committees.

Work-for-Others Administration

Administer the Work-for-Others process for projects funded by outside agencies (e.g., NRC, EPRI, AECL, etc.) including the review of proposals prepared by principal investigators. Facilitate the Work-for-Others process to ensure that funding is secured in a timely manner. Process requests for continuation of work when funding is expected, but not arrived. Monitor the funding, costs and term dates for each project.

Management Information Systems

Ten years experience in the development of computer-based applications for budgeting, consultant payment process, construction bid tabulation, and financial tracking and control reporting using PC spreadsheet, database, and graphics software programs. Recommended and directed requests for procurement of personal computers for the division. Coordinated the development of management information systems used for scheduling work and budgeting resources.
