Support to NNSA's International Nonproliferation Export Control Program (INECP)
INECP is a global program designed to strengthen nonproliferation export control systems and capabilities in partner countries by improving licensing procedures and practices, promoting compliance by key enterprises, and strengthening enforcement capabilities. A key means to this end is establishing and training cadres of technical nonproliferation specialists to provide indigenous support to their country’s export control systems.
Argonne’s Export Control Program leads INECP technical interactions in Armenia, Azerbaijan, Cyprus, Georgia, India, Malta, Pakistan and Ukraine.
In addition, Argonne is responsible for expanding the INECP into other countries, such as Argentina and Brazil, and managing partnerships, with countries such as Australia and Japan, assessing needs and identifying appropriate cooperative activities.

Training (CIT) -
Giving the Inspector "a Trained Eye"
Argonne led the development of CIT, a major component of INECP.
The multilateral export control regimes specify controls for an enormous range of materials, components, and equipment used in weapons of mass destruction programs.
CIT familiarizes customs inspectors and export licensers with these strategic goods, focusing primarily on appearance, distinguishing characteristics, notable features, special markings, packaging characteristics, etc.
Emphasis is on practical insight and useful information, helping inspectors and licensers to understand the control lists.

Radio Frequency Identification (RFID) - Pushing the Envelope on Commodity Identification
Argonne’s Export Control Program has been funded to conduct a feasibility study on “Automatic Identification of Proliferation-Sensitive Equipment Using RFID.”
Automatic identification (or auto ID) is a general term given to a host of technologies that help machines identify objects.
Countering illicit trade depends strongly upon the ability to detect, identify, and interdict shipments of export controlled items.
RFID has the potential to enable rapid, definitive identification of such items without human intervention, without opening or even slowing their containers, and without impeding legitimate commerce.
